問題文

Dear Mariko,

How is it going? I have to make a presentation about the smoking habits of other countries, and I’d like to ask you about the situation in Japan. Do both men and women smoke in Japan? In the U.S. the number of people who smoke is decreasing due to the success of anti-smoking campaigns.
Is it the same in Japan? What do you think about these anti-smoking campaigns?
I look forward to hearing from you soon.

Your friend,
Susan

Dear Susan

I'm glad to mail me. I'm not sure I can help you by this mail. But I'll do my best.

First, both men and women smoke here in Japan. Of course we also have some anti-smoking campaigns. But I can still see guys smoking in the permited smoking areas.
Main reason of anti-smoking campaigns is for our health. Because smoking cause us to suffer from some desease such as cancer, smoking make not only smoker but also non smoking person pay tax for medicare, which is un resonable. Additionally, as you know, the risk to get cancer increases not only by smoking but also by neighboring smokers. This is serious problem. So I agree with anti-smoking campaigns and smoking should be permitted only quite limited space with the price of tabaco highly taxed.

That's what I think about smoking. I wish I can help your presentation.

Best wish,

Mariko

Dear Susan,
Everything’s fine. I’m not sure I can tell you what you want to know, but I’ll do my best. In Japan both men and women smoke, but the smoking rate is still much higher among men. Recently, people in Japan have also begun to take the problem of smoking seriously too. Smoking is no prohibited in most public buildings. In some cities smoking while walking on the street is banned and you have to pay fines for violating the rules. I think these campaigns are good. They may restrict the right of people to smoke in public places, but non-smokers no longer have to breathe in second-hand smoke.
If you have any more questions, please write to me again.
Best wishes,
Mariko
